Hootie wants a town he can manage and a police department that can keep its dignity. Wong regularly threatens both. Even after an extraordinary event, somebody has to explain the damage and apply the surviving ordinance.

He is low-key, detail-conscious, and capable of being petty. He can also be the person who correctly understands what happened.

A spectacular case may still end with an ordinary fine. Hootie would like everyone to understand that those are separate matters.
